The Political and Security Committee (PSC) helps steer the EU's Common Foreign and Security Policy (CFSP) and Common Security and Defence Policy (CSDP). PSC helps shape these policies, including by preparing Council decisions on foreign and security policy issues, sending out and monitoring EU crisis management operations and missions on the ground, and monitoring the situation in crisis hotspots.
PSC meets at least twice a week and, under the responsibility of the Council, also provides political control and strategic direction of EU civilian missions and military operations.
Member states are represented in the PSC at ambassador level; for Belgium, Ambassador Stéphane Mund sits on the PSC. The PSC agenda is prepared by the Nicolaidis group. For Belgium, Xavier Follebouckt is currently the Nicolaidis. The substantive and technical preparation, and the elaboration of PSC decisions, in particular regarding civilian missions and military operations, is ensured by a series of working groups. These are:
- the Politico military working group or 'PMG'
- the Committee for Civilian Aspects of Crisis Management or 'CIVCOM'
- the Military Committee or 'EUMC'
- the Military Committee working group or 'EUMCWG'
